Clarification Note

Within the parameters afforded by Section 1, Clause 2 of the Tender Document, the Contracting Authority has today, 6 February 2019, uploaded additional forms for use by bidders when making their submission. This is being done for simplification purposes.

Queries raised by potential bidders together with our reply

 

Query 1
The tender calls for the “provision of a site manager for the whole period during which works are to be carried out on site (circa two (2) years) at the presently unrestored part of the ex-Deutsche Welle radio relay station at Xrobb l-Ghagin Natural Park, to manage on an on-going basis the works which form part of the project. The site manager shall coordinate the works on site, including but not limited to co-ordination between different contractors, ensure timely action between them, avoid any conflict, ensure abidance with good trade practices and industry standards as well as direction given by project architect and engineer in order to ensure proper implementation of the respective tenders in line with specifications therein”. Could you please clarify what qualifications the site manager should possess?

The qualifications mandatory required out of key experts are outlined in Section 1, Article 7, B, V, 4c.6 and C, ii, namely that
a) “The service provider or the contractor itself, and/or a member of staff responsible for the management of the project shall possess an:
• MQF level 7 degree in Management

  1. b) b) Each key expert shall be able to communicate in Maltese and English, and be in possession of at least an MQF Level 3 certification in both languages.

Furthermore, Section 1, Article 9, Criterion D and reiterated in the TENDERER’S TECHNICAL OFFER (ORGANIZATION & METHODOLOGY),
Each bidder should indicate ”Key expert/s having a project management certification (or comparable) such as but not necessarily limited to Prince 2 or PMBOK”.
It is up to the bidder to identify any other qualification which it deems opportune. Of course, such qualifications, being indicators of knowledge, will have a bearing on the evaluation of the bid and the marks allocated a part of the technical evaluation.

Query 2:
The List in Section 4, Sub-section 4.1.1 makes reference to “A study of the visitor experience at the Centre to be carried out within six (6) months from the commissioning of the Centre.” Kindly confirm that this study is not part of the tender, and, as a result will be procured externally.
